The card shows Wheeling's City Building, a large stone municipal hall with a clock tower and several domed pavilions, standing beside the red brick, castle-like jail with its crenellated corner tower. Landscaped grounds with curving walks, young trees and a fountain fill the foreground. Wheeling served as West Virginia's state capital from 1863 to 1870 and again from 1875 to 1885, and its city building and jail formed the civic center of this Ohio Valley industrial city.
