The view shows Wheeling's City Building, a large stone municipal hall with a clock tower and several domed pavilions, beside the red brick jail with its crenellated corner tower. Curving walks, young trees, and a fountain fill the landscaped grounds in the foreground. Wheeling was an Ohio Valley industrial city and had served as West Virginia's capital from 1863 to 1870 and again from 1875 to 1885. The city building and jail stood together as a civic group, placing government and correction in one formal setting.
