The Baltimore City Hall stands at a street corner, a Second Empire building with a tall central dome and mansard roofs. Pedestrians and a horse-drawn carriage pass on the street below, and a "LEXINGTON" sign is visible at the left. Completed in the 1870s, the building was the seat of Baltimore's municipal government and a downtown landmark in the early 1900s.
