The Municipal Piers line San Diego Bay, with long red-roofed sheds, a white excursion or fishing boat at the near wharf, and larger vessels, including a steamer flying an American flag, moored along the waterfront. Palm trees, a small yellow commercial block, parked automobiles, and a green bus fill the foreground plaza. The pier complex served the city's commercial fishing and passenger shipping trade, part of the working harbor before the area was redeveloped as the Embarcadero and Tuna Harbor.
