The Washington Monument rises beyond a screen of trees, with a pond or basin in the foreground reflecting the foliage and a small pavilion on the near shore. Completed in 1884, the 555-foot obelisk was the tallest structure in the world until the Eiffel Tower surpassed it in 1889. By 1907 it stood as the fixed landmark of the National Mall, then still a work in progress under the McMillan Plan, with the water and pavilion suggesting the monument grounds as a park-like setting.
